GENERAL DESCRIPTION OF CLASS:
The purpose of the class is to supervise staff and oversee maintenance programs for the areas of responsibility. Ensures proper use of vehicles, equipment, tools, and supplies; Issues work assignments and ensures work is completed safely and to standards.
Plans, schedules, and assigns work of subordinates; instructs and trains in methods and procedures to include safety techniques; checks and approves work; makes recommendations regarding employee performance.
Performs administrative or operating tasks; completing work orders and forms, answering phones, filing records, and cleaning work areas.
Monitors quality of work of equipment operators and maintenance workers and ensures that work is performed safely and meets quality standards.
Counsels, disciplines, and recommends improvement of subordinate staff.
Gathers data, assembles information, and produces monthly reports as requested; works within a departmental budget and provides input in its preparation.
Supervises external building maintenance activities, including mowing, cleaning and general external repairs.
Operates a variety of power and hand operated machinery and equipment to facilitate maintenance and repair of departmental facilities.
Implements and oversees preventive maintenance program and inspection program for tools, equipment, and facilities.
Maintains necessary equipment inventory records and orders parts, materials and supplies as required according to departmental budget.
Monitors the repair of body damage and other repairs in existing vehicles.
Monitors placement of new benches under the advertising contract and assists administrative staff on tasks related to facilities in that contract.
Coordinates placement of new bus stops and provides input on concerns related to department facilities and equipment.
Responsible for keeping facilities and equipment clean, secure and safe.
Oversees the fuel management system.
Ensures the daily fueling of the fleet and cleaning.
Ensures MSDS, TDLR, and other State and Federal regulation compliance.
Performs related tasks as necessary.

Requires planning and directing others in the sequence of major activities and reporting on operations and activities which are broad in scope.
Requires supervising or leading others by determining work procedures, assigning duties, maintaining cordial relations, and promoting efficiency. Extensive involvement with the public.
INVOLVEMENT WITH THINGS:
Requires extensive knowledge of use of machines, tools, and equipment that is utilized by subordinate staff. Some knowledge of computers and software.
Requires performing supervisory work involving policy and guidelines, and solving both people and work-related problems.
Requires using basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas, and volumes.
Requires reading technical instructions, policy and procedure manuals, and composes routine reports, forms, and business letters, with proper format.
Requires performing specialized technical or entry level professional work demonstrating a general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.
JUDGMENTS AND DECISIONS-MAKING REQUIREMENTS:
Requires decision-making as a significant part of the job, affecting a large segment of the organization and the general public; works in a dynamic environment, responsible to assist in developing policies and practices.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
Requires a High School Diploma, GED and formal vocational training or at least a 2 year college degree. Special courses or self-education or specialized advanced training in construction or closely related fields are recommended.
SPECIAL CERTIFICATIONS AND LICENSES:
Class A Commercial Driver's License with satisfactory motor vehicle record; Forklift, Scissor Lift; Class C Underground Storage License.
Requires over four years of experience in inventory and asset control, facility preventive maintenance programs, MSDS compliance, carpentry, electrical, plumbing, commercial / industrial HVAC and small engine repair.

The job requires normal visual acuity and field of vision, hearing, speaking, and color perception.
