GENERAL DESCRIPTION OF CLASS:
The Scale Master monitors and records waste volumes entering the landfill site, while collecting appropriate usage fees. Performs a wide variety of data entry, and a complex routine and/or non-routine work in landfill scale house. Ensures loads of solid waste entering facility comply with rules and regulations established by Site Operating Plan as per state of Texas regulations.

ESSENTIAL TASKS:
Informs customers, visitors, and general public of landfill's hour of operations, fees, waste acceptance, etc.

Uses scale software to enter clients' information into the landfill system and to generate a receipt.

Visually inspects loads for prohibited Material and/or other non allowable items.

Performs routine office tasks such as data entry, typing correspondence, filing, faxing, telephoning, and photocopying.

Generates daily, weekly and, monthly reports,

Sorts and obtains receipts, logs, and posts funds from customers, employees, and the general public.

Receives, processes, and prepares deposits, invoices, purchase orders, receipts and other financial statements.

Processes billing for third party vendor accounts.

Obtains information regarding material entering the landfill or transfer station to properly bill the customer and tracks the total amount of waste entering the landfill.

Accepts or rejects loads based on content and suggests possible alternatives based on personal disposal knowledge, special waste training and type of waste.

Provides receipts to customers and documents the waste entering the landfill.

Receives payment from customers who do not have an account.

Handles special waste loads by processing required paperwork, and by notifying operations of an incoming special load via a 2-way radio for proper dispatch.

Balances the daily receipts to ensure accurate record keeping and appropriate billing. Drops the daily receipts into the safe depository.

Answers the telephone and provides general information to callers.

Maintains cleanliness of the pay booth.

Performs other job-related duties as assigned.

DATA INVOLVEMENT:
Requires copying, transcribing, entering, or posting data or information. Duties include operating scale and computer software for tracking incoming and outgoing solid waste, recycling and/or construction materials.

PEOPLE INVOLVEMENT:
Requires speaking to people to convey information of a general nature.

INVOLVEMENT WITH THINGS:
Requires handling or using machine, tools, or equipment that require moderate instruction and experience such as computers, cash register, safe box, software programs such as word processing, spreadsheets, or custom applications, switchboards, fax machines, and complex copiers; may service office machines.

COGNITIVE REQUIREMENTS
REASONING REQUIREMENTS:
Requires performing semi-routine work with occasional problems.

MATHEMATICAL REQUIREMENTS:
Requires performing addition, subtraction, multiplication, and division; may calculate ratios, rates and percents.

LANGUAGE REQUIREMENTS:
Requires reading technical instructions, manuals, procedures manuals, and charts to solve practical problems such as routine office equipment instructions or methods and procedures for investigations; composing routine or specialized reports, forms, or business letters with proper format; speaking compound sentences using normal grammar and word form. Bilingual English/Spanish preferred, but not mandatory.

MENTAL REQUIREMENTS:
Performs entry level professional work requiring general understanding of operating policies and procedures and their application to problems nor previously encountered; application of professional principles and practices and the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.

VOCATIONAL/ EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/ EDUCATIONAL PREPARATION:
Requires Associate's degree, vocational degree, or specialized training equivalent to satisfactory completion of two years of college education with emphasis in Accounting, Business, or a closely related field.

SPECIAL CERTIFICATION AND LICENSES:
Valid Texas Drivers License. Waste Screening certificate must be obtained within six months from hiring.

EXPERIENCE REQUIREMENTS:
Requires over one year and up to and including two years.

Requires performing sedentary work that involves walking or standing some of the time and exerting 30-50 pounds of force on a regular and recurring basis or routine operations

ENVIRONMENTAL HAZARDS:
This position is located at the entrance of the City landfill. The job risks exposure to moderate environmental hazards and/or extreme weather conditions. Potential exposure to hazardous material.

SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing, and speaking.
